Broadband Providers

Broadband providers are different than any other type of network-based organization because of their two unique features: customer security and constantly changing pool of available IP addresses. By and large, broadband providers do not help their clients address the numerous network security concerns. It would typically take several hours for a security team to respond to any given trouble ticket, while it may take only a few minutes for an intruder to get into a targeted network and create havoc in the victim's environment. In addition, broadband providers maintain a pool of millions of IP addresses, some of which are associated with existing client base, others are given to new clients, and yet others are added to the pool of unused IPs through customer attrition.

A traditional prevention used by ISPs to combat would-be intruders is to maintain a "black list" in their routers, which contains the IP addresses of potentially dangerous networks where known attacks have originated ,and to block any incoming network traffic from such networks. This solution is only partly effective because the list continues to expand all the time as new networks are hacked into every day and then used as a proxy for further attacks. In turn, this results in confusion where some or all of traffic from innocent and unaware businesses is simply blocked because it's now on a "black list".
